Loudoun Lactation and Education
Our Mission is to bring support and education back to our community by creating an atmosphere that fosters encouragement and empowerment. It’s very easy to become overwhelmed by embarking on these journeys, our aim is to walk you through it one step at a time!
We are currently based in Loudoun County and are Serving families in Loudoun, Clarke, Fredrick, Fairfax, and Prince William Counties.

Owner or Loudoun Lactation and Education, Serving Loudoun County
Lilly Seng is a mother of 6, and for over fifteen years she has had a passion for supporting and educating families specifically throughout pregnancy, birth, and lactation. She is currently located in Loudoun County, VA
Her experience includes being certified as a childbirth educator through CAPPA (Childbirth And Postpartum Professionals Association) from 2010-2020, birth doula through DONA international from 2014-2021, accredited La Leche League leader from 2011-2020, and International Board Certified Lactation Consultant (IBCLC) from 2017-present. She has also served her community through Loudoun County Fire and Rescue as an EMT/AEMT from 2019-2022, AHA BLS instructor from 2019-2023, and now as a HSI First AID/CPR Instructor from 2023-present.Over the last 15 years she has founded multiple breastfeeding support groups all over Northern Virginia, mentored LLL leaders and Student IBCLCs, lead countless support group meetings and classes-in person and virtually. On Facebook, she is the founder/moderator of the active group "Northern Virginia Breastfeeding Support". From 2016-2022 she provided lactation support and prenatal education for two separate hospitals: HCA StoneSprings Hospital and NOVANT/UVA Prince William Medical Center.
Her wide range of experience and skill allows her to bring many different aspects of patient care and lactation support to the unique needs of the families she’s honored to serve.
She truly believes in the importance of empowering families throughout this stage of their lives. Support is essential through out all of pregnancy, birth, postpartum and so on. She is here to educate and assist parents with what they need to know as they embark on this remarkable journey with their little ones!
Lilly was born in Puerto Rico and was raised bilingual here in Northern Virginia. She specializes in providing support and education in both English and Spanish. When not serving families, she is fully dedicated to her own family as a homeschooling mother of her six children. Her hobbies include crocheting, reading, photography, homesteading, and hiking/camping with her kids.
All of what she does, she does for families. Lilly believes that a strong foundation is the key for success in all areas of life. It is thanks to her family and all their support that she is able to help others as she does. Her hope is to inspire those around her as she has been inspired herself. -
Serving Loudoun County, Clarke County, and Fredrick County
After giving birth to her first daughter in 2017, Tara fell in love with breastfeeding. She attended Baby Cafe regularly and saw the demand for lactation support. That is when she knew she could make a difference and began the coursework to become a lactation consultant.
She gave birth to her second daughter in 2019 and completed her internship at Novant Prince William Medical Center training alongside Lilly.
After becoming board certified in 2021, she began to work as a Lactation Consultant at Prince William Medical Center. In the hospital setting, she supports inpatient mothers postpartum by providing breastfeeding education and assistance. She also provides support by teaching breastfeeding classes for moms to be.
Tara’s goal is to help mothers get off to a great start with breastfeeding and support moms throughout their breastfeeding journey by continuing to provide assistance and education. Tara hopes to help moms feel confident and create lasting connections with the breastfeeding community.
She recently moved to Berryville and is looking forward to serving the breastfeeding community and working alongside Lilly once more!

Anna Johnson is a mom to two beautiful earth side children and one angel baby. She is a Certified Breastfeeding Specialist (CBS), Certified Nutrition Coach (CNC), and Certified Personal Trainer (CPT) offering lactation support, nutrition coaching and fitness services through her company, A Path Forward.
Alongside her CBS, CNC, and CPT, she is a pre and postnatal fitness specialist, weight loss specialist, and women’s fitness specialist.
Her mission, passion, and goal is to help mothers gain confidence, get connected and feel in charge of their own individual postpartum journeys.She is excited to be mentoring under Lilly at Loudoun Lactation and Education, she hopes to soon be able to earn her board certification and call herself an IBCLC! Anna is also helping us with our Support Groups and is teaching classes for us as well!

Laura Penney is a mom of three children (ages 19, 17, 11). She is a Certified Lactation Counselor, Postpartum Doula and Certified Personal Trainer/Group Fitness Instructor of 25 yrs with specialties in Pre and Postnatal Corrective Exercise.
Having lived abroad for many years, she has recently returned to the Leesburg area and is offering In-Home Postpartum Care, Lactation Support, and Fitness guidance under her company, Your Postpartum Village, LLC. Her mission is to help revive the ancient wisdom of Postpartum care that has been lost in our modern society. She is passionate about helping women have the community, tools and support they need to thrive, not just survive, in their motherhood journey.
Currently working towards the IBCLC certification, she is grateful to be mentoring under Lilly with Loudoun Lactation and Education and hopes to soon be able to earn her Board certification and call herself an IBCLC.

Student, Intern will be working with us soon!
Kelsey is passionate about infant, maternal, and public health, and is looking forward to applying her degree in public health and her personal experience with breastfeeding to helping new parents on their feeding journeys. She is the mother of four children aged 5 to 12, and hopes to specialize in feeding multiples, as she was able to exclusively breastfeed her preemie twins and wants to help other new parents do the same.
Kelsey lives in South Riding and hopes to offer support to the local breastfeeding community once she is fully certified. Her goal is to empower new parents with support, education, and a non-judgmental attitude about the many aspects of the feeding journey. She believes that a fed baby is paramount and wants to work with families to reach that goal.
She is currently enrolled in Lactation Education Resource classes to become a certified breastfeeding specialist (CBS). Kelsey is being mentored by Lilly to become an IBCLC.
